Cook the Pasta: Bring a large pot of salted water to a boil. Add the pasta and cook according to the package instructions until al dente. Drain and set aside, reserving a bit of pasta water.

Make the Pesto: In a blender or food processor, combine fresh basil, pine nuts, Parmesan cheese, garlic, and a pinch of salt and pepper. Drizzle in olive oil while blending until the pesto reaches a smooth, spreadable consistency. Adjust seasoning to taste.

Prepare the Beef Sauce: While the pasta is cooking, heat a tablespoon of olive oil in a large skillet over medium heat. Add the chopped onion and garlic, and sauté until softened and fragrant, about 3 minutes.

Cook the Ground Beef: Add the ground beef to the skillet, breaking it apart with a spoon. Cook until browned and fully cooked through, about 5-7 minutes. Stir in the tomato paste and chopped chili pepper, cooking for an additional 1-2 minutes.

Add the Cream: Pour in the cream, stirring to combine. Let the sauce simmer for another 2-3 minutes, thickening slightly. Adjust salt and pepper to taste.

Combine Pasta and Sauce: Add the cooked pasta to the skillet with the beef sauce. Toss to coat the pasta in the creamy, flavorful sauce. If the sauce needs loosening, add a little reserved pasta water.

Serve with Pesto: Plate the pasta and drizzle with the fresh pesto on top. Serve immediately, garnished with extra Parmesan if desired.
