In a bowl, toss the thinly sliced steak with soy sauce, salt, black pepper, and cornstarch. Let it sit for 5 minutes to marinate.
Heat olive oil in a large skillet over medium-high heat. Add the steak slices and cook for 2-3 minutes per side until browned. Remove the steak from the skillet and set it aside.
Cook the Pasta:
In the same skillet, pour in the beef broth and water. Bring it to a boil.
Add the rotini pasta and cook for 8-10 minutes, stirring occasionally, until the pasta is tender and has absorbed some of the broth.
Make the Honey Garlic Sauce:
Reduce the heat to medium-low. Add the unsalted butter to the skillet and melt it.
Add the minced garlic and sauté for about 30 seconds, until fragrant.
Stir in the honey, soy sauce, oyster sauce (if using), and red pepper flakes. Let the sauce simmer for 1-2 minutes until it thickens slightly.
Combine & Serve:
Return the cooked steak to the skillet and toss it to coat in the honey garlic sauce.
Stir in the cooked rotini pasta and mix well to ensure the pasta is evenly coated with the sauce.
Garnish:
Garnish with sliced green onions and sesame seeds before serving.
