Preheat your oven to 300°F (150°C). Line a baking sheet with aluminum foil for easy cleanup.
Place the ribs on the baking sheet and rub them with black pepper. If desired, remove the silver skin from the back of the ribs for more tender results.
Cover the ribs with foil and bake in the preheated oven for 2.5-3 hours, or until the ribs are tender.
While the ribs are baking, prepare the glaze. In a saucepan, combine the honey, soy sauce, brown sugar, garlic, apple cider vinegar (if using), and sesame oil (if using). Bring to a simmer over medium heat, stirring occasionally.
Let the glaze cook for about 5-7 minutes until it thickens slightly.
Once the ribs are done baking, remove them from the oven and brush both sides with the honey garlic glaze.
For extra stickiness, broil the ribs for 2-3 minutes, or until the glaze is bubbling and caramelized.
Remove from the oven, brush with more glaze, and garnish with green onions and sesame seeds, if desired.
