Preheat your oven to 375°F (190°C).
In a large bowl, combine ground beef, breadcrumbs, egg, grated carrot, green onion, red onion, minced garlic, and chopped dill.
Season with salt, pepper, and dried garlic to taste.
Press the mixture into the bottom of a greased baking dish to create a firm, even layer.
2. Add the Creamy Layer
In a separate bowl, mix the sour cream and mayonnaise until smooth.
Spread half of the creamy mixture evenly over the meat layer.
3. Build the Layers
Add a layer of sliced mushrooms over the cream.
Top with sliced tomatoes.
Sprinkle mozzarella cheese generously across the top.
Spread the remaining cream mixture over the cheese.
Lightly dust the top with paprika for color and flavor.
4. Bake
Cover the dish with foil and bake for 30 minutes.
Remove the foil and bake for an additional 10 minutes until the top is golden, bubbly, and slightly crisp.
Let the bake rest for a few minutes before slicing and serving.
