In a bowl, mix the minced meat, egg, breadcrumbs, salt, pepper, sweet pepper, Italian herbs, and parsley.
Form small meatballs or simply brown the meat in crumbles.

Heat olive oil and butter in a large skillet over medium-high heat.
Add diced onions, grated carrot, and minced garlic. Sauté until fragrant, about 2 minutes.
Stir in the potatoes and cook for 5 minutes, stirring occasionally.
Add mushrooms and tomato, cooking for another 3 minutes.
Cook the Meat:
Move the vegetables to the side of the skillet and add the meatballs or crumbled meat.
Cook for 5-6 minutes, flipping meatballs halfway through, until browned and cooked through.
Finish with Cheese:
Sprinkle grated cheese over the dish, cover, and let it melt for 1-2 minutes.
Garnish with extra parsley if desired.
