Prepare the Flan Mixture: In a large saucepan, whisk together the vanilla sugar and starch until well combined. Add the milk gradually, whisking constantly to avoid lumps.
Heat the Mixture: Place the saucepan over medium heat and bring the mixture to a simmer, stirring frequently. Once the mixture thickens to a custard-like consistency, remove it from the heat.
Add the Eggs: In a separate bowl, lightly beat the eggs. Slowly add a bit of the hot mixture to the eggs to temper them, stirring constantly. Then, pour the egg mixture back into the saucepan and mix well. Return the saucepan to low heat for another 2-3 minutes while stirring.
Cool and Set: Pour the flan mixture into individual ramekins or a large serving dish. Let it cool to room temperature, then refrigerate for at least 2 hours, or until set and chilled.
