Preheat your oven to 375°F (190°C).
Cut the cabbage into 1-inch slices, creating cabbage “steaks.”
Place the cabbage slices on a baking sheet lined with parchment paper or lightly greased. Drizzle with olive oil and season with salt and pepper. Roast in the oven for about 20-25 minutes or until tender and slightly golden.
Cook the Ground Beef:
While the cabbage is baking, cook the ground beef in a large skillet over medium heat until browned. Drain any excess fat.
Add grated garlic, chopped green onion, red chili pepper flakes, salt, and pepper. Stir and cook for another 2-3 minutes until the garlic is fragrant.
Stir in the tomato sauce (or ketchup) and cook for 1-2 minutes until well combined. Remove from heat.
Assemble the Cabbage Burgers:
Once the cabbage slices are done, remove them from the oven and spoon the beef mixture onto each cabbage slice.
Top each with shredded cheese (reserve half for later).
Final Baking:
Return the assembled cabbage burgers to the oven and bake for an additional 5-7 minutes, or until the cheese is melted and bubbly.
Sprinkle the remaining shredded cheese on top and return to the oven for another 2 minutes, if desired, until the cheese is fully melted.
Serve:
Garnish with chopped parsley and serve hot.
