3. Season the Beef:
Add the minced garlic, cumin, salt, and pepper to the beef mixture. Stir in the diced green chilies and refried beans. Mix well and keep the mixture warm over low heat.
4. Make the Sauce:
In another skillet, combine the tomato sauce, enchilada sauce, and beanless chili. Stir until well mixed. Cook over medium heat for a few minutes until the sauce is heated through, then remove from heat and keep warm.
5. Assemble the Burritos:
Place a tortilla on a plate. Spoon about 1/6 of the ground beef mixture in the center of the tortilla. Top with a portion of shredded cheese and lettuce (if using, or substitute/add other vegetables).
Fold the sides of the tortilla over the filling, then fold the top and bottom edges to form an envelope, making sure the filling is securely enclosed. Repeat with the remaining tortillas and filling.
6. Bake the Burritos:
Arrange the burritos seam-side down in two greased 9×13-inch baking dishes. Pour the sauce evenly over the burritos. Sprinkle the remaining shredded cheese on top.
Bake in the preheated oven for 15-20 minutes, or until the burritos are hot and the cheese has melted.
7. Serve:
Top the baked burritos with additional shredded lettuce, tomatoes, sour cream, dried chives, or any other toppings of your choice. Serve immediately.
