Preheat your oven to 375°F (190°C).
In a large mixing bowl, combine the ground beef, breadcrumbs, milk, Parmesan cheese, egg, garlic powder, onion powder, thyme, salt, and pepper.
Mix everything together until well combined, but be careful not to overwork the meat mixture.
Transfer the meatloaf mixture into a greased 9×13-inch baking dish, spreading it evenly to form the base layer.
Bake the meatloaf in the preheated oven for 20–25 minutes, until it’s mostly cooked through but not fully done. Remove from the oven and set aside.
Step 2: Prepare the Loaded Potato Topping
While the meatloaf is baking, place the cubed potatoes in a large pot of salted water. Bring to a boil and cook for about 10–12 minutes, or until the potatoes are fork-tender.
Drain the potatoes and return them to the pot. Add the sour cream, milk, and butter, and mash until smooth and creamy.
Stir in 1 cup of shredded cheddar cheese until melted and combined. Season with salt and pepper to taste.
Step 3: Assemble the Casserole
Once the meatloaf base has finished baking, spread the mashed potatoes over the top of the meatloaf in an even layer.
Sprinkle the remaining 1/2 cup of shredded cheddar cheese on top of the mashed potatoes.
Return the casserole to the oven and bake for an additional 15–20 minutes, or until the cheese is melted and bubbly, and the meatloaf is fully cooked through.
Step 4: Add the Finishing Touches
Once out of the oven, top the casserole with crumbled bacon and chopped green onions.
Let it rest for a few minutes before serving to allow the flavors to set.
