Place the cubed potatoes on the prepared baking sheet. Drizzle with olive oil, and sprinkle with salt, pepper, garlic powder, and onion powder. Toss the potatoes to coat evenly.
Roast the potatoes in the oven for 25-30 minutes, flipping them halfway through, until golden and crispy on the outside and tender on the inside.
Once the potatoes are done, remove them from the oven and let them cool for a few minutes. Then, mash the potatoes lightly with a fork or potato masher—leave them chunky for texture.
Stir in the cheddar cheese, crumbled bacon, sour cream, and chopped green onions or chives. Mix everything until well combined.
Scoop a spoonful of the potato mixture and shape it into small, bite-sized balls. Place the bites back on the baking sheet.
Bake the loaded potato bites for another 10-12 minutes, or until the cheese is melted and the bites are golden brown.
Serve with a side of ranch dressing for dipping, if desired.
