In a bowl, toss the sliced beef with the baking soda. Let it sit for about 15 minutes to tenderize.
After 15 minutes, rinse the beef thoroughly under cold water to remove the baking soda. Pat it dry with paper towels.
Toss the beef with flour and rice vinegar to coat it. Set aside.
Caramelize the Vegetables:
Heat olive oil in a large skillet or wok over medium heat.
Add the sliced onion and bell pepper, and cook for 5-6 minutes until they begin to soften and caramelize.
Add the carrot and zucchini to the pan. Stir-fry for another 3-4 minutes until the vegetables are tender and caramelized.
Stir in minced garlic and cook for 30 seconds until fragrant.
Stir-Fry the Beef:
Push the vegetables to the side of the pan. Add the beef to the skillet in a single layer. Let it sear for 2-3 minutes on one side, then stir-fry until the beef is cooked through and tender.
Add the Sauce:
Stir in the soy sauce, honey, and sesame oil (if using). Toss everything together to coat the beef and vegetables in the sauce.
Serve:
Season with salt and pepper to taste. Serve immediately over rice or noodles for a complete meal.
