Preheat your oven to 375°F (190°C).
Wash and peel the potatoes, then slice them thinly using a sharp knife or mandolin slicer. Set aside.
Cook the Meat Filling:
In a large skillet, heat a little oil over medium heat. Add the minced meat and cook, breaking it apart with a spoon, until browned and cooked through. Remove any excess fat.
Add the sliced onion and minced garlic to the skillet, cooking for another 2-3 minutes until softened and fragrant.
Stir in the chopped bell peppers, tomato paste, and tomato sauce. Season with salt, black pepper, ground cumin, and thyme. Simmer for about 5-7 minutes, allowing the flavors to meld together.
Assemble the Casserole:
In a greased baking dish, arrange a layer of thinly sliced potatoes at the bottom.
Spread half of the meat and vegetable mixture over the potatoes, then top with a layer of grated mozzarella cheese.
Repeat the layers with the remaining potatoes, meat mixture, and cheese, finishing with a final layer of cheese on top.
Bake:
Cover the casserole with aluminum foil and bake for 30-40 minutes, or until the potatoes are tender.
Remove the foil and bake for an additional 10-15 minutes to brown the cheese and make it golden and bubbly.
Serve:
Once the casserole is golden and bubbly, remove it from the oven and let it cool slightly before serving. Cut into squares and enjoy!
