In a saucepan, whisk together milk, sugar, and cornstarch. Cook over medium heat, stirring constantly until thickened. Remove from heat, stir in vanilla and butter (and cream cheese if using). Let cool slightly.
Layer the Dessert:
In a square or rectangular dish, place a single layer of cookies. Spread half the cream over the cookies. Add another layer of cookies, then the remaining cream. Smooth the top.
Make the Chocolate Glaze:
Heat the cream until just simmering, then pour it over the chocolate chips. Let sit for a minute, then stir until smooth. Add butter and mix in for extra shine.
Top and Chill:
Pour the chocolate glaze over the top of the dessert and spread evenly. Refrigerate for at least 3–4 hours, or overnight, until set.
