Thaw the frozen peas by running them under cold water or letting them sit at room temperature for 15 minutes.

Drain well to remove excess moisture.

In a large bowl, whisk together sour cream, mayonnaise, apple cider vinegar, dill, salt, and black pepper until smooth.
