Prepare the Chocolate Batter:
In a separate bowl, combine the cocoa powder, hot water, and vegetable oil. Stir until smooth.
Take half of the vanilla batter and mix it with the chocolate mixture to create the chocolate batter.
Marble the Cake:
Scoop spoonfuls of both the vanilla and chocolate batters into the prepared pan, alternating between the two. Once all the batter is in the pan, use a knife or skewer to gently swirl the two batters together to create the marbled effect.
Bake the Cake:
Bake for 35-40 minutes, or until a toothpick inserted into the center of the cake comes out clean.
Let the cake cool in the pan for 10 minutes before transferring it to a wire rack to cool completely.
Make the Optional Glaze:
In a small bowl, whisk together the powdered sugar, milk, and vanilla extract until smooth. Drizzle the glaze over the cooled cake if desired.

Slice and serve the cake as is, or with your favorite cup of tea or coffee.
