Cook the Meat and Veggies: In a large skillet over medium heat, sauté the onion and garlic until fragrant. Add the ground beef and cook until browned. Drain any excess grease.
Make the Gravy: Stir in the tomato paste, Worcestershire sauce, beef broth, dried thyme, salt, and pepper. Let it simmer for 5 minutes until the sauce thickens slightly.
Add Vegetables: Stir in the frozen peas and carrots, mixing well. Cook for another 2 minutes.
Assemble the Pie: Transfer the meat mixture into a greased 9×13-inch baking dish. Spread the mashed potatoes evenly over the top. If using, sprinkle shredded cheddar cheese over the potatoes.
Bake: Place in the oven and bake for 20–25 minutes, or until the top is golden and slightly crispy.
