Boil the potatoes in a large pot of salted water until fork-tender, about 15 minutes.
Drain and return the potatoes to the pot.
Add butter, milk, salt, and pepper, then mash until smooth and creamy. Set aside.
Prepare the Ground Beef and Gravy:
In a large skillet over medium heat, cook the ground beef and chopped onion until browned. Drain excess fat.
Add butter to the skillet and stir in minced garlic, cooking for 30 seconds until fragrant.
Sprinkle in the flour and stir continuously for 1 minute to form a roux.
Slowly pour in the beef broth, stirring constantly to prevent lumps.
Add Worcestershire sauce, salt, black pepper, onion powder, garlic powder, and paprika. Stir and let simmer for 5-7 minutes until the gravy thickens.
If using, pour in heavy cream for a richer gravy and stir to combine.
Assemble & Serve:
Spoon the mashed potatoes onto plates and top generously with the ground beef and gravy.
Garnish with chopped parsley or a sprinkle of black pepper, if desired.
