Preheat your oven to 350°F (175°C). Grease an 8×8-inch baking dish to prevent sticking.
2. Prepare the Dry Ingredients
In a large bowl, mix together the flour, sugar, cocoa powder, baking powder, and salt until well combined.
3. Add Wet Ingredients
Stir in the milk, melted butter, and vanilla extract. Mix until the batter is smooth and well combined.
4. Assemble the Cobbler
Pour the batter into the prepared baking dish. If using, sprinkle chocolate chips evenly over the top of the batter.
5. Add the Boiling Water
Carefully pour the boiling water over the top of the batter. Do not stir; the water will create the gooey chocolate sauce at the bottom while the cake forms on top.
6. Bake
