Preheat your oven to 350°F (175°C). Grease and flour two 9-inch round cake pans.
In a medium bowl, whisk together the flour, cocoa powder, baking powder, baking soda, and salt.
In a large bowl, whisk together the sugar, eggs, buttermilk, vegetable oil, and vanilla extract until smooth.
Gradually add the dry ingredients to the wet ingredients, mixing until just combined.
Stir in the hot water (the batter will be thin).
Pour the batter evenly into the prepared pans.
Bake for 30-35 minutes, or until a toothpick inserted into the center comes out clean.
Let the cakes cool in the pans for 10 minutes, then transfer to a wire rack to cool completely.

In a small saucepan, combine the cassis liqueur, sugar, and water.
Bring to a simmer over medium heat, stirring occasionally until the sugar dissolves and the syrup thickens slightly (about 5 minutes).
Remove from heat and allow to cool to room temperature.
