In a large bowl, combine flour, instant yeast, salt, and sugar. Add warm milk and melted butter and mix until a soft dough forms. Knead the dough for about 5-7 minutes until smooth. Cover the bowl with a damp cloth and let the dough rise for 1 hour or until doubled in size.
Cook the Beef Filling:
While the dough is rising, heat olive oil in a pan over medium heat. Add ground beef, and season with salt, pepper, garlic powder, onion powder, and paprika. Cook, breaking up the meat, until browned. Stir in marinara sauce and cook for another 2-3 minutes. Remove from heat and let the filling cool.
Assemble the Buns:
Once the dough has risen, divide it into small balls, about the size of a golf ball. Flatten each ball into a small circle. Place a spoonful of the beef mixture and shredded mozzarella cheese in the center of each dough circle. Carefully fold the edges of the dough over the filling and pinch to seal, forming a bun shape. Place the stuffed buns on a baking sheet lined with parchment paper.
Add Toppings:
Brush the tops of the buns with melted butter. Sprinkle with grated Parmesan cheese and breadcrumbs.
Bake:
Preheat your oven to 375°F (190°C) and bake the buns for 20 minutes, or until they are golden brown and cooked through.
Garnish and Serve:
Once baked, remove from the oven and garnish with chopped fresh parsley. Serve warm and enjoy!
