Heat 2 teaspoons olive oil in a large pot over medium heat.
Add 1 pound ground beef and cook, breaking it up into small pieces with a spoon, until browned.
Season with salt and pepper to taste. Once the beef is cooked through, drain any excess fat if necessary.
Step 2: Sauté Vegetables
Add 1 diced onion and 2 teaspoons minced garlic to the pot with the beef. Sauté for 3-4 minutes until the onion softens and becomes translucent.
Step 3: Add the Broth and Vegetables
Stir in 4 cups chopped cabbage and 2 sliced carrots.
Pour in 4 cups beef broth and 3 cans tomato sauce. Stir everything together to combine.
Step 4: Add Rice and Seasonings
Add 1/2 cup uncooked long grain rice, 1 bay leaf, and 3 tablespoons brown sugar to the pot. Stir to combine all the ingredients.
Step 5: Simmer
Bring the soup to a boil, then reduce the heat and let it simmer uncovered for 30-35 minutes, or until the rice is cooked and the vegetables are tender. Stir occasionally.
Step 6: Finish and Serve
Discard the bay leaf.
Stir in 2 tablespoons chopped parsley for garnish. Taste and adjust seasoning with salt and pepper, if needed.
