In a greased 9×13-inch baking dish, layer the cooked ground beef evenly.
Spread the cabbage and tomato mixture over the top.
7. Add Cheese and Topping
Sprinkle cheddar cheese and Parmesan cheese evenly over the top.
If using, sprinkle breadcrumbs for an extra crispy finish.
8. Bake the Casserole
Cover the dish with foil and bake for 25-30 minutes.
Remove the foil and bake for another 5-10 minutes, until the cheese is melted and bubbly.
