Slice the beef against the grain into thin strips. Set aside.
Slice the bell peppers and onion into thin strips. Mince the garlic and grate the ginger. Set these ingredients aside as well.
Step 2: Make the Sauce
In a small bowl, whisk together the soy sauce, oyster sauce, hoisin sauce, rice vinegar, and cornstarch (if using). This will be your stir-fry sauce. If you prefer a bit of heat, you can add crushed red pepper flakes to the sauce.
Step 3: Cook the Beef
Heat 1 tablespoon of vegetable oil in a large skillet or wok over medium-high heat.
Add the sliced beef in batches, cooking for 2-3 minutes per batch until browned and just cooked through. Be sure not to overcrowd the pan to ensure the beef sears properly. Remove the beef from the pan and set it aside.
Step 4: Stir-Fry the Vegetables
In the same skillet, add the remaining tablespoon of vegetable oil.
Add the sliced bell peppers and onion to the skillet. Stir-fry for 3-4 minutes until the vegetables are slightly softened but still crisp.
Add the minced garlic and grated ginger, cooking for an additional 1 minute until fragrant.
Step 5: Combine and Serve
Return the beef to the skillet with the vegetables.
Pour the stir-fry sauce over the beef and vegetables. Stir to coat evenly, and cook for 2-3 minutes until the sauce thickens slightly (if using cornstarch) and everything is well combined.
Season with salt and pepper to taste.
Garnish with sliced green onions before serving.
Step 6: Serve
Serve the beef stir-fry over a bed of freshly cooked rice. Enjoy!
