Cook the Beef Mixture:
Heat a skillet over medium heat and cook the ground beef until browned.
Add the chopped onion and garlic, cooking until softened.
Stir in the salt, pepper, paprika, oregano, and drained diced tomatoes.
Simmer for 5 minutes, then remove from heat.
Prepare the Sauce:
In a bowl, whisk together the milk, heavy cream, eggs, salt, and black pepper. Set aside.
Assemble the Casserole:
Arrange a layer of thinly sliced potatoes at the bottom of the greased baking dish.
Spread half of the beef mixture over the potatoes.
Add another layer of potatoes, followed by the remaining beef mixture.
Pour the prepared sauce evenly over the casserole.
Sprinkle shredded cheese on top.
Bake:
Cover with foil and bake for 35 minutes. Remove the foil and bake for an additional 10-15 minutes until the cheese is golden and bubbly.
Serve:
Let the casserole sit for 5 minutes before slicing. Garnish with fresh parsley if desired. Enjoy!
