Stir in the marinara sauce, crushed tomatoes, dried basil, oregano, red pepper flakes (if using), and salt and pepper to taste. Bring the mixture to a simmer and cook for 10-15 minutes, allowing the flavors to meld and the sauce to thicken slightly.
Taste and adjust seasoning as needed.
Cook the Tortellini:
While the sauce is simmering, cook the tortellini according to the package directions. Drain and set aside.
Assemble the Bake:
Preheat your oven to 375°F (190°C).
In a 9×13-inch baking dish, layer half of the cooked tortellini. Top with half of the beef sauce, then sprinkle with half of the shredded mozzarella cheese and half of the Parmesan cheese.
Repeat the layers with the remaining tortellini, beef sauce, mozzarella, and Parmesan.
Bake:
Cover the baking dish with aluminum foil and bake in the preheated oven for 20 minutes.
Remove the foil and bake for an additional 10 minutes, or until the cheese is melted and bubbly, and the top is lightly golden.
Serve:
Let the casserole cool for a few minutes before serving. Garnish with fresh parsley or basil, if desired.
