Preheat oven to 350°F (175°C). Grease a 9×13-inch baking dish with cooking spray or butter.
Layer the rice in the bottom of the dish in an even layer.
Combine soup and water in a bowl until smooth, then pour over the rice.
Place chicken breasts on top of the mixture, pressing in slightly.
Sprinkle onion soup mix evenly over the chicken for a savory crust.
Cover with foil and bake for 1 hour and 15 minutes.
Check doneness (chicken should be 165°F internally, and rice tender). Rest for 5 minutes before serving.
