Cook the Onions: Thinly slice the onions and sauté them in a pan with a little oil until they become soft and slightly caramelized.
Make the Batter: In a bowl, crack 1 egg and whisk it with a pinch of salt. Add the grated potatoes, sautéed onions, and chopped sweet pepper. Mix everything together.
Form Patties: Heat oil in a frying pan over medium heat. Scoop out portions of the potato mixture and form small patties, flattening them gently with a spatula.
Fry the Patties: Fry the patties for about 4-5 minutes on each side or until golden brown and crispy.
Add Cheese and Eggs: Once the patties are fried, crack the remaining 4 eggs into the pan and sprinkle cheese over the top. Let the cheese melt and cook the eggs to your preferred doneness.
Serve: Garnish with fresh chives and serve hot.
