Prepare the Cabbage:
Shred the cabbage finely and place it in a bowl. Sprinkle with 1/3 tsp of salt and gently massage it into the cabbage. Let it sit for about 10 minutes to marinate, which will soften the cabbage and enhance the flavors.
Stir-Fry the Vegetables:
Heat a non-stick pan or wok over medium heat and add a little oil (if desired). Add the chopped green onions and chili peppers to the pan, stirring for 1-2 minutes until fragrant.
Add the Cabbage:
Once the onions and peppers are aromatic, add the marinated cabbage to the pan. Stir-fry for another 4-5 minutes, until the cabbage is tender but still slightly crisp.
Season and Serve:
Add the cooked rice to the pan along with the black pepper. Stir everything together, allowing the rice to heat through and absorb the flavors. Adjust the seasoning if needed.

Serve this delicious stir-fried cabbage and rice dish hot. It’s perfect on its own or as a side to your favorite protein!
