Preheat the oven to 410°F (210°C).
In a large bowl, combine all meatball ingredients: ground beef, chopped onion, minced garlic, scallion, egg, breadcrumbs, sesame seeds, and chopped cilantro. Season with salt and pepper and mix well.
Shape the mixture into meatballs, using about 1.5 teaspoons of the mixture per ball, and place them on a lightly oiled baking sheet. If desired, freeze the meatballs for 10 minutes before baking for firmer meatballs.
Bake in the preheated oven for 10-12 minutes until the meatballs are browned and no longer pink inside.
2. Make the Sauce:
In a skillet, whisk together all sauce ingredients: chicken or beef stock, soy sauce, honey, cornstarch, sesame oil, sesame seeds, ground ginger, and garlic powder. Bring to a boil over medium heat.
Once boiling, reduce heat and let the sauce simmer for 2-3 minutes, until thickened to your desired consistency.
3. Combine and Serve:
Add the baked meatballs to the sauce and toss gently to coat the meatballs evenly.
Garnish with chopped scallions before serving.
