In a saucepan over medium heat, whisk together sweetened condensed milk and cornstarch until smooth.
Stir continuously until the mixture begins to thicken and bubble gently (around 8–10 minutes).
Remove from heat and stir in the can of heavy cream. Mix until smooth and creamy. Let cool slightly.
2. Assemble the Pavê
In a rectangular dish, spread a thin layer of the cream filling.
Lightly dip Maizena cookies in milk (optional for extra softness), then create a cookie layer on top of the cream.
Alternate layers of cream and cookies until all ingredients are used, finishing with a layer of cream on top.
3. Top It Off
Generously sprinkle the shredded coconut over the final cream layer.
4. Chill
Refrigerate for at least 4 hours, or ideally overnight, to allow flavors to meld and cookies to soften.
