Prepare the Potato Mixture: Mash the boiled potatoes in a large bowl. Add the egg, salt, pepper, cumin, paprika, and parsley. Mix well until smooth and combined. Set aside.
Cook the Minced Meat Filling: In a pan, heat olive oil over medium heat. Add the chopped onion and garlic and sauté until softened, about 3 minutes. Add the ground meat, cumin, coriander, cinnamon, salt, and pepper. Cook until the meat is browned and cooked through, breaking it apart with a spoon. Stir in the chopped cilantro if using. Remove from heat and allow it to cool slightly.
Shape the Maakouda: Take a small portion of the potato mixture and flatten it in your palm. Place a spoonful of the cooled minced meat filling in the center and then mold the potato mixture around the filling to form a patty. Repeat with the remaining mixture and filling.
Fry the Maakouda: Heat vegetable oil in a large skillet over medium-high heat. Once hot, carefully place the patties into the oil. Fry each side for 3-4 minutes until golden brown and crispy. Remove from the pan and drain on paper towels.
