Heat vegetable oil in a pan over medium-high heat. Fry the potato slices in batches until golden and crispy, about 4-5 minutes per side.
Remove from the pan and drain on paper towels. Season the potatoes with salt, black pepper, and garlic powder. Set aside.
Marinate & Sear the Beef:
In a bowl, combine the sliced beef with soy sauce, cornstarch, and black pepper. Toss to coat.
Heat vegetable oil in a pan over high heat. Add the beef and sear for 2-3 minutes until browned. Remove from the pan and set aside.

In the same pan, add the minced garlic, chopped onion, and green chili (if using). Stir-fry for 1-2 minutes until fragrant.
Add the sliced red and green bell peppers and cook for an additional 2 minutes, until tender but still crisp.
Make the Sauce & Combine:
In a small bowl, mix together soy sauce, oyster sauce, hoisin sauce, sugar, and beef broth. Pour this sauce into the pan with the vegetables.
Stir in the cornstarch slurry (1 tsp cornstarch mixed with 1 tbsp water). Bring to a simmer, and cook for 1-2 minutes until the sauce thickens.
Return the seared beef to the pan, tossing everything together until well coated and glossy.
Assemble & Serve:
Serve the crispy fried potatoes alongside the saucy beef stir-fry. Enjoy this satisfying, flavorful meal!
