In a saucepan, combine the cornstarch and sugar. Gradually whisk in the milk until smooth.
Place over medium heat and stir constantly until the mixture begins to thicken.
Remove from heat, add the chopped chocolate, and stir until melted and smooth.
Add vanilla extract and mix well.
Pour the cream into serving glasses or cups and let cool. Chill in the fridge for at least 1–2 hours.
Make the Whipped Cream:
In a cold mixing bowl, beat the heavy cream, powdered sugar, and vanilla until stiff peaks form.
Transfer to a piping bag for a neater presentation (optional).
Assemble:
Once the chocolate cream is chilled and set, top generously with whipped cream.
Serve immediately or chill briefly before serving.
