Cook the beef: In a large skillet, brown the ground beef with diced onion, green and red peppers over medium heat. Cook until meat is browned and vegetables are softened. Drain any excess fat.
Season: Add garlic, salt, pepper, oregano, Italian seasoning, paprika, and parsley. Stir well and cook for another 2–3 minutes.
Add cream cheese & mix: Stir in cream cheese and a handful of Colby Jack and mozzarella. Let it melt into the beef mixture.
Prepare the base: Spread cooked cauliflower rice evenly in the bottom of a greased casserole dish.
Assemble the casserole: Spoon the beef mixture on top of the cauliflower rice. Top with the remaining shredded cheeses and Parmesan.
Bake: Bake uncovered for 20 minutes, until cheese is bubbly and golden.
Cool slightly before serving.
