In a large skillet, cook the ground beef (or turkey) over medium heat until browned and fully cooked. Drain any excess grease.
Add the diced onion and bell pepper to the skillet and cook until softened, about 3-4 minutes.
Stir in the chili, ketchup, Worcestershire sauce, chili powder, garlic powder, paprika, salt, and black pepper. Let the mixture simmer for 5-10 minutes to meld the flavors and thicken slightly.
While the chili mixture simmers, butter the inside of the sandwich buns and toast them lightly in a separate pan over medium heat until golden brown.
Once the chili mixture is ready, spoon it generously onto the bottom half of each toasted sandwich bun.
Top the chili with a generous handful of shredded cheese and place the top half of the bun on top to create the sandwich.
If you like your cheese extra melted, you can place the assembled sandwiches in the skillet for 1-2 minutes with a lid on to melt the cheese further.
