Cook the pasta in salted boiling water until al dente according to package instructions. Drain and set aside.
Prepare the Beef Mixture:
Heat olive oil in a large skillet over medium heat. Add the ground beef and chopped onion. Cook until the beef is browned and the onion is softened, about 5-7 minutes.
Drain any excess grease and season the beef with garlic powder, Italian seasoning, salt, and black pepper. Stir in the pizza sauce and simmer for 2-3 minutes.
Assemble the Casserole:
In a large mixing bowl, combine the cooked pasta and beef mixture. Mix well to evenly coat the pasta.
Spread half of the mixture into a greased 9×13-inch baking dish. Sprinkle half of the mozzarella and cheddar cheeses over the top.
Add the remaining pasta mixture, then top with the remaining cheese and your choice of optional toppings, such as pepperoni, olives, or bell peppers.
Bake:
Cover the dish with foil and bake in the preheated oven for 20 minutes. Remove the foil and bake for an additional 10 minutes, or until the cheese is bubbly and golden.
Serve:
Let the casserole cool for 5 minutes before serving. Garnish with grated Parmesan cheese or fresh basil, if desired.
