Layer in the Crock Pot: In your crock pot, add the chopped carrots, celery, onion, garlic, and stew beef. Stir in the rinsed pearl barley, tomato paste, thyme, rosemary, and bay leaf. Season with salt and pepper to taste.
Add the Broth: Pour in the beef broth (or water with bouillon cubes) and stir to combine all ingredients.
Cook: Cover and cook on low for 7-8 hours or on high for 4-5 hours, until the beef is tender and the barley is cooked through.
Final Touch: Remove the bay leaf before serving. Taste and adjust seasoning with additional salt and pepper, if needed.
