Preheat the oven to 400°F (200°C). Line a baking sheet with parchment paper or foil for easy cleanup.
In a large bowl, toss the chicken wings with olive oil, garlic powder, onion powder, smoked paprika, salt, and pepper until they are evenly coated.
Spread the wings out in a single layer on the prepared baking sheet. Bake for 25-30 minutes or until the wings are golden brown and crispy, flipping halfway through the cooking time.
While the wings are baking, make the garlic Parmesan sauce. In a medium saucepan, melt the butter over medium heat. Add the minced garlic and cook for 1-2 minutes until fragrant.
Stir in the heavy cream, Parmesan cheese, Dijon mustard, and lemon juice. Let the sauce simmer for 3-4 minutes, whisking occasionally, until it thickens. Season with salt and pepper to taste.
Once the wings are done, toss them in the garlic Parmesan sauce until well coated.
Garnish with freshly chopped parsley and serve immediately.
